Ok let's begin

Open a New image 600x300

Duplicate this layer twice move the lines so you end up with four even sized sections like so

Layers> Merge> Merge Visible

Paste your Tube as a New Layer ... Layers> Arrange> Bring to Top ... Layers> Move Down

Using the Move Tool position the Tube layer so what you want

to keep is inside the selection ... with the Tube layer active ... Selections> Invert

Edit> Clear ... Selections> Select None

Activate the Copy of bg1 layer ... repeat steps above in red

Activate the Copy (2) of bg1 layer ... repeat steps above in red

Activate the Copy (3) of bg1 layer ... repeat steps above in red

Play around with the Blend Modes of the Tube layers ... I set two to Luminance(L) and two to Burn

I also dropped the Opacity to 80% on them all

Activate the Top layer Layers> New Raster Layer

Activate the Freehand Selection tool ... with the following settings

Make a Selection like so

Flood Fill this Selection with White ... Selections> Select None

Adjust> Blur> Blur ... Layers> Duplicate ... Image> Flip ... Image> Mirror

Layers> Merge> Merge Down ... lower this layers Opacity ... 40%

You may prefer these faded parts facing the opposite way around ... use Mirror to see which is better for your tag

Activate the lines layer

Effects> DSB Flux> Bright Noise ... Intensity 43 - Direction Lighter

Layers> New Raster Layer ... Layers> Arrange> Bring to Top

Flood Fill this layer with Black ... Selections> Select All ... Selections> Modify> Contract by 2

Edit> Clear ... Selections> Select None

Effects> DSB Flux> Bright Noise ... same settings as earlier

Add Copyrights and your Name

And that's it. All that's left is to save your Tag
